Position Expectations — All Roles

What each role in the VTF SK campaign is expected to do, what they own, who they answer to, and how their performance is measured. The four-level hierarchy is fixed: Campaign Director → Volunteer Operations Manager → Team Leader → Volunteer. Every person in the campaign sits at exactly one of these levels.

Span-of-control rule: no Team Leader manages more than 6 Volunteers. When a roster exceeds 6, split the team. When the Volunteer Operations Manager manages more than 8 Team Leaders, add a Deputy. Scale by adding structure, not by overloading the people you have.

Level 1 · Volunteer

Campaign Director

Purpose

Owns the campaign. Sets strategy, targets, message, and budget. The sole voice authorized to speak for the campaign province-wide or to change the public position.

Reports to

Campaign steering body / sponsoring organization (SHRRN). Accountable to the campaign mission and its supporters.

Direct reports

1 Volunteer Operations Manager.

Responsibilities

  • Set the province-wide signature target, timeline, and regional hub allocations.
  • Approve all messaging, materials, and any public statement before release.
  • Recruit, appoint, and supervise the Volunteer Operations Manager.
  • Own the budget, legal compliance, and relationships with allied organizations.
  • Chair the weekly leadership meeting and own the master scorecard.
  • Resolve escalated Tier 3 incidents immediately. Resolve Tier 2 escalations within 24 hours.
  • Act as sole authorized spokesperson to province-wide media.
  • Build and maintain relationships with local MLAs and MPs to advance the petition's goals and keep elected officials informed of growing public support for voluntary treatment.
  • Conduct the final audit of all petition sheets before submission — verifying compliance, chain-of-custody integrity, and total signature count against the master tracker.
  • Oversee all volunteer training sessions delivered by the Volunteer Operations Manager, ensuring standardized quality and message compliance across all hubs.

Authority

  • Final decision on strategy, message, budget, and all personnel decisions above Team Leader level.
  • Sole authority to change the campaign's public position.
  • May remove any volunteer or leader for cause.

Weekly Expectations

  • Run one leadership meeting.
  • Review the master scorecard and all operations reports.
  • Hold a 1:1 check-in with the Volunteer Operations Manager.
  • Resolve any escalated Tier 3 incident within 24 hours of notification.
  • Conduct or attend at least one volunteer training session per month to observe quality and reinforce standards.
  • Engage at least one MLA or constituency office per week during the active petition drive to build political awareness of the campaign.

Performance Standard

Campaign hits or exceeds rolling 4-week signature and recruitment targets. No unresolved Tier 3 incidents. All hubs staffed with an active Volunteer Operations Manager. Reports submitted on time 4 weeks running.

Level 2 · Yes (part-time)

Volunteer Operations Manager

The campaign's only paid staff role — senior field lead, primary trainer, and quality-control layer. The success of the petition drive runs through this role.

Purpose

Translate the Campaign Director's targets into an operational field plan. Build, train, certify, and support the team of Team Leaders province-wide. Own field numbers and report up weekly.

Reports to

Campaign Director.

Direct reports

All Team Leaders province-wide (plus optional Deputy Coordinator at scale, when managing more than 8 Team Leaders).

Responsibilities

  • Build and staff the field force: recruit, train, certify, and develop Team Leaders.
  • Set and track field targets; submit the weekly operations report to the Campaign Director.
  • Manage campaign supplies, territory maps, and the province-wide event calendar.
  • Serve as first point of escalation for incidents across all hubs.
  • Run the weekly leadership huddle with all Team Leaders.
  • Deliver volunteer orientation (30-min) and full training (90-min) per the Train-the-Trainer program.
  • Certify volunteers and Team Leaders; maintain certification records.
  • Manage the volunteer database and recruitment funnel — own every stage from Registration through Active Volunteer.
  • Re-engage volunteers inactive for 30+ days; lead the retention system.

Authority

  • Appoint and remove Team Leaders.
  • Approve local events, territory assignments, and shift schedules.
  • Authorize campaign spending up to the Campaign Director's approved limit.
  • Decide Tier 1 and Tier 2 incident responses. Escalate Tier 3 to Campaign Director immediately.
  • Certify and de-certify volunteers; pause a volunteer pending corrective training.

Weekly Expectations

  • Submit the operations report to the Campaign Director by the set deadline.
  • Run one leadership huddle with all Team Leaders.
  • Hold a 1:1 with each Team Leader at least biweekly.
  • Spend at least one shift in the field observing and coaching.
  • Follow up with all new leads within 24 hours.
  • Review the recruitment funnel: fix the leakiest stage first.
  • Publish the following week's shift grid before the current week closes.

Required Training

  • Full 90-minute volunteer training
  • Train-the-Trainer certification
  • Incident management training
  • Privacy and petition compliance briefing
  • Team development and coaching module

Performance Standard

Province meets weekly signature and recruitment targets. Volunteer 30-day retention at or above 60%. All Team Leader seats filled. Operations reports submitted on time 4 consecutive weeks. Validity rate at or above 95% across all hubs.

Level 3 · Volunteer

Team Leader

Purpose

Lead a field team of 4–6 volunteers on the ground. The campaign's working supervisor — present at every shift, setting pace and ensuring quality. First in line when things go wrong in the field.

Reports to

Volunteer Operations Manager.

Direct reports

4–6 Volunteers. When roster exceeds 6, the team splits — do not manage more than 6 without approval from the Volunteer Operations Manager.

Responsibilities

  • Run shift briefings (5 min before each shift) and debriefs (at shift close).
  • Assign routes and territories; keep the team on territory and on message.
  • Shadow and mentor every new volunteer on their first shift.
  • Collect, count, and secure petitions at shift end; submit the shift report the same day.
  • Report shift results and any incidents to the Volunteer Operations Manager same day.
  • Track individual volunteer performance; flag at-risk and high-performing volunteers.
  • Conduct ongoing coaching using the GROW framework (Goal, Reality, Options, Way forward).
  • Recommend volunteers for certification and for promotion to Team Leader.

Authority

  • Direct the team during a shift; reassign routes as conditions change.
  • Send a volunteer home for safety or conduct reasons (then report immediately to the Operations Manager).
  • Handle Tier 1 incidents on the spot; escalate Tier 2 and above to the Volunteer Operations Manager.

Weekly Expectations

  • Lead at least one field shift.
  • Submit the shift report the same day as each shift — numbers, signatures, incidents.
  • Complete first-shift shadowing for every new team member.
  • Send follow-up messages after every shift: thank-you to attendees, friendly nudge to no-shows.
  • Submit the weekly team scorecard to the Volunteer Operations Manager.

Required Training

  • Full 90-minute volunteer training (must be Certified Volunteer first)
  • Team Leader module: shift briefing, coaching basics, Tier 1 incident handling, petition chain-of-custody

Performance Standard

Team meets its per-shift signature target. Shift reports submitted same day, every shift. Zero unreported incidents. New-volunteer first-shift completion rate at or above 90%. No volunteer left un-shadowed on their first shift.

Level 4 · Volunteer

Volunteer

Purpose

The front line. Collects signatures, staffs events, and represents the campaign to the public. Every other role exists to make Volunteers effective.

Reports to

Team Leader.

Direct reports

None.

Responsibilities

  • Attend assigned shifts on time in campaign identification (lanyard and quick reference card).
  • Collect signatures per the Signature Collection Guide and petition compliance rules.
  • Represent the campaign accurately, courteously, and within approved messaging.
  • Secure and hand in all petitions and forms to the Team Leader at shift close.
  • Log hours and report any incident to the Team Leader immediately.
  • Complete the 30-minute onboarding before the first shift and the full 90-minute training within two weeks.
  • Achieve certification within 30 days of first shift.

Authority

  • Decline an unsafe situation and disengage without explanation.
  • Answer public questions within the approved message. Refer anything beyond it upward to the Team Leader.

Weekly Expectations

  • Target is one shift per week for Active Volunteer status.
  • Arrive prepared with lanyard, quick reference card, and pamphlets.
  • Hand in all petitions and log hours at shift end.
  • Report any incident — no matter how minor — to the Team Leader before leaving the shift.

Required Training

  • 30-minute onboarding — required before first shift
  • Full 90-minute training — required within first two weeks
  • Certification — required within 30 days of first shift

Performance Standard

Reliable attendance for committed shifts. Petitions completed correctly and in compliance with the Signature Collection Guide. Conduct consistent with the code of conduct. Certification completed within 30 days.

Field Safety

Escalation & Incident Chain

Every incident is logged. Severity determines who handles it and how fast it escalates. Safety always takes priority over signature counts.

Tier 1

Rude passerby, single lost form, minor complaint.
